Texas Democrats Block Trump Redistricting Plan by Fleeing State
In a dramatic standoff over redistricting, dozens of Texas Democrats fled the state on Sunday to block a GOP-backed map designed to add five new Republican-leaning seats ahead of the 2026 midterm elections. Governor Greg Abbott responded swiftly, threatening to begin removing absent lawmakers from office if they fail to return by Monday.
The redrawn maps, championed by former President Donald Trump, are intended to solidify Republican control of the U.S. House. Republicans already hold 25 of Texas’ 38 congressional seats. The proposed changes would further tilt the balance.
Abbott Threatens Swift Consequences
Speaking at a press conference, Abbott warned that he would take immediate action to remove Democratic lawmakers under a 2021 non-binding opinion issued by Republican Attorney General Ken Paxton. The opinion suggests courts could determine legislators had forfeited their seats due to prolonged absence.
Abbott also implied that fundraising efforts by the Democrats to pay fines could constitute a felony. “This truancy ends now,” he declared.
In response, the Texas House Democratic Caucus issued a terse statement: “Come and take it.”
Fleeing to Illinois and New York
At least 51 of the 62 Democratic members in the Texas House left for Illinois and New York. Their absence denies the legislature a quorum and blocks the scheduled vote on the maps. In Illinois, Governor JB Pritzker welcomed the group and voiced his opposition to what he called a national threat to voting rights.
“This is not just about Texas,” Pritzker said. “It’s about rigging the system against Americans for years to come.”
Broader Political Fallout
Trump is seeking to prevent a repeat of his first term, when Democrats flipped the House in 2018. By pushing new redistricting efforts in GOP-controlled states like Texas, Trump hopes to strengthen Republican control in 2026.
Democratic governors in California and Illinois have expressed support for the Texas lawmakers. Governor Gavin Newsom of California held a similar solidarity event, and Pritzker had been in private talks with Texas Democrats for weeks prior.
Redistricting Delay Impacts Flood Relief
The quorum break delays more than redistricting. It also stalls urgent legislation for flood relief following last month’s deadly Texas floods that killed over 130 people. Democrats have accused Republicans of sidelining disaster aid in favor of partisan redistricting goals.
Legal and Financial Risks
While skipping the vote violates legislative rules, it is not a criminal offense. However, the Texas House adopted rules in 2023 allowing for $500 daily fines against absent lawmakers. In 2021, Democrats left for 38 days to protest voting restrictions, but no one was forcibly returned.
This time, Republicans say all options are on the table.
Attorney General Paxton, now a Senate candidate, posted on X that lawmakers “should be found, arrested, and brought back.”
