Trump Announces Hamas Disarmament Deal as Part of Gaza Peace Plan

President Donald Trump announced Thursday that Hamas has agreed to a roadmap for disarming in exchange for an Israeli troop withdrawal from Gaza, calling it a major milestone in the US-brokered peace process launched last fall and a historic step toward establishing a new Palestinian government in the territory.

Agreement Tied to 20-Point Peace Plan

“This agreement is a critical step towards Gaza finally being governed by a new Palestinian government that will work closely with the Board of Peace to help the Palestinian people,” Trump wrote on social media, adding that “Israel will have the security it deserves, with Gaza no longer used as a base for terror attacks.”

The announcement is tied to Trump’s 20-point peace plan, unveiled last fall, which produced a ceasefire between Israel and Hamas and facilitated the exchange of Israeli hostages and Palestinian prisoners. The plan calls for Hamas to surrender its weapons, dismantle its military infrastructure — including an extensive tunnel network — and relinquish control to a new technocratic Palestinian government. In return, Israel would withdraw its forces, humanitarian aid would flow into Gaza, and an international reconstruction effort would begin.

Trump said the Hamas disarmament deal Gaza peace plan agreement “will be carried out in carefully structured phases” and thanked Egypt, Qatar, and Turkey for their mediation efforts.

Board of Peace Calls It “Historic Breakthrough”

In a statement following the announcement, the Board of Peace — a multinational organization established by Trump to oversee the peace plan’s implementation — said Hamas has “agreed to a detailed Roadmap for implementing the next phases of the Gaza ceasefire,” describing it as the result of months of negotiations.

“The Roadmap represents a historic breakthrough,” the board said. “For the first time, Hamas officially has committed to an actionable plan for relinquishing all its weapons, which will be followed by Israeli withdrawal from Gaza.”

Trump said an International Stabilization Force would work alongside a new Palestinian police force during the transition period. “As disarmament is completed, Israeli forces will withdraw, and the International Stabilization Force will work with a new Palestinian police force to take responsibility for Gaza being safe for its residents and its neighbors,” he said.

Hamas Dissolved Government Earlier This Month

The announcement builds on a significant earlier step: earlier in July, Hamas dissolved its governing administration in Gaza and transferred authority to the National Committee for the Administration of Gaza, a technocratic body established as part of phase two of the plan.

Few additional details about the disarmament agreement were initially made public, and there was no immediate official comment from either Israel or Hamas in response to Trump’s post.

A War That Began October 7, 2023

The conflict between Israel and Hamas began after a Hamas-led terror attack on southern Israel on October 7, 2023, which killed more than 1,200 people and saw 251 taken hostage. Israel’s subsequent military campaign in Gaza has killed more than 73,000 Palestinians, including over 1,200 killed since the ceasefire took effect, according to Gaza’s Hamas-run Ministry of Health. The United Nations said last week the overall humanitarian situation in the territory remains “brutal.”
